Irving ISD one of top-paying districts for starting teachers

Irving ISD has been very aggressive lately with moving the teacher payscale to a competitive level. This year pay for a beginning teacher is $48,300 and there was also an average 4.5% raise for all teachers. Bilingual teachers receive a $4,000 boost on top of that. Last year, I wrote about how Irving was one of the few area districts able to raise salaries considerably despite tough economic times.
It looks like even if other neighboring districts hand out raises, Irving would still be near the top without even giving teachers an increase. I mention all of this since since the DMN published a story today about Richardson ISD considering a teacher salary increase for the 2010-11 schoolyear to $45,800 for beginning teachers. Wonder what Irving trustees have in mind for next year?
How important do you think it is for Irving ISD to make sure its teacher salaries are among the highest in the area?

Clarification: The $4,000 stipend is for elementary teachers that are fully certified and teaching a bilingual class. Merely being bilingual does not qualify one for the extra money. For example, I speak French and German and receive no extra money.
There is, however, a $500 stipend for any teacher that is orally proficient in Spanish.

There should also be stipends for special education teachers. As a teacher in Irving ISD, I was expected to teacher 85 "severely disabled" (district's own description) special education students in my resource class with no aide the first 3 weeks and then occasionally thereafter.
I asked about the jump in student numbers from 35 to 85 but was told that "the number of special education students in a classroom has no effect on student success."
Prior to this year I taught 35 of these severely disabled students during the day for the school year. This was a typical number - 85 is not. I certainly believe special ed teachers should be given a stipend. Other districts do this and I think if Irving wants to really be a model for other districts they should be leading the way in pay for special education teachers. Treat them well. Pay the French and German teachers a stipend too. And increase the support staff's pay too. They work very hard too.
Keep up the pay for the teachers. They deserve it.
